A bear comes strolling through the neighborhood and scares Ned half to death. Homer tries to escape out to the store but ends up falling in front of the bear. The cops turn up and Chief Wiggam shoots the beat after shooting Barney with a tranquilizer. After it is taken away Homer says he is tired of bears.

The mob follows Homer and goes to see Mayor Quimby. Soon bear patrol covers the city however Homer finds out there is a $5 bear patrol tax and soon the mob are back to see the mayor. Mayor Quimby says that the taxes are high and says there will soon be a vote to throw all illegal immigrants out of the country.

Homer is strongly for Proposition 24 but Lisa says that immigration is what America is all about and gets grandpa to tell the story of how the Simpsons first came to America. Abu tells the family about how he decided to stay in America after his student visa expired.

Curney comes in and pays with a fake ID. Abu wants one and trades the knowledge of where to get one in exchange for not busting him about the ice cream sandwiches. He gets the documents off Fat Tony who tells him to act American. When Homer comes in to the store Abu is pretending to be American. However he soon realizes he has betrayed his Indian heritage and breaks down.

Homer decides to vote no on proposition 24 and brings Abu home. Homer gives Selma a call to ask her to marry Abu. Lisa tells Abu he can take the citizenship test because he has been here so long and Homer volunteers to be Abu’s teacher. The test is only hours away when Abu falls asleep. Lisa takes him to the best centre where people are protesting.

At the test centre all sorts of people are taking the test. Abu passes the test and the family have a barbeque to celebrate. Homer gives a speech telling everyone to vote no on 24. Cuts to the voting then the news with Kent Brockman announcing yes on 24 passed.
